    开学的第一周,丁Sir 第一节课给我们讲了今年考研的整体情况,并从听力、词汇、单项选择、完形等角度列举实例进行了论证剖析,交待我们一定时时刻刻敲响警钟,从这个学期就得有针对性地进行考研准备。第二大节,讲解了一篇英语文摘上的文章,Hisence将其整理出来并进行了一定的扩展,但因网上没有原文,故不附原文,请大家对照参阅。由于时间仓促,错误在所难免,请大家原谅。并希望对您的提高有所帮助。

These public institutions, which grant more than three-quarters of the country's degrees, have responded by creating larger classes, cutting courses and raising ......

闪光知识点:

1.       此处starve用得相当形象。

2.       moveinto,使其成为。

3.       grant  the  degree 授予学位,相关的还有:deny degree 拒绝给与,pursue / complete the degree /修完学位(课程) obtain the dagree得到学位

6.       表示“学校或学院”的意思有:college university , school (一般是大学下属的学院)institute (如:MIT), campus

7.       表示学校是名校,除了用flagship,也可用top superior,  key, elite,  Ivy League Universities (常青藤名校,要包括Brown University Columbia University Cornell University ,Dartmouth College Harvard University University of PennsylvaniaPrinceton University Yale University)

8.       the legislature 立法机构,也作lawmaking body

9.        至于budget,自然会联想到surplus (盈余)deficit (赤字)

10.   dip into the single digits 形象用法

e.g. US consumers dip into savings as spending rises. 当维持生活必需的费用提高时,美国人转向了储蓄。

11.   minority stakeholder 股票少数持有者,小股东

12.   fromto…表举例,应该引起重视

13.   boost 提高,增强。Boost imports, share prices , the dollar ,sales,etc.增加进口、提高股票价格、提高销售额、提高美元汇价

e.g. Many people’s success can be attributed to hard work and a bit of luck.很多人的成功都可以归于勤奋加上一点儿运气。

25Watch these institutions wither and die 等这些院校逐渐消亡和破产。

Wither使...凋谢,枯萎,衰退 。相当于fade

e.g.  The cold withered the leaves. 严寒使树叶凋落。

Remove an old tree and it will wither to death.

     【谚】老树移栽活不了,老人迁居命不长。

Old habits die hard.习惯难以改变。

The United States has been sabotaging its future for decades by starving the public colleges and universities that have moved millions of Americans into the middle class. These public institutions, which grant more than three-quarters of the country's degrees, have responded by creating larger classes, cutting courses and raising tuition.

The gap between state aid and the real cost of an education is glaringly evident at the flagship public colleges, which often receive a pittance from the legislature while maintaining expensive, world-class programs that compete with those of top private colleges and universities. On average, the flagship public campuses get only about 30 percent of their budgets from the states, and in some cases the percentage dips into the single digits. The state legislatures have in effect become minority stakeholders that nevertheless control everything the schools do, from how they purchase paper towels to how much tuition they charge.

The top public colleges have begun to balk at this arrangement. They argue that the legislatures should boost the state contribution — which seems unlikely — or strike a new bargain that would allow the campuses more control over business affairs, including tuition. Bills that would create new relationships between state legislatures and public colleges have been introduced into legislatures of both Washington State and Virginia. In Virginia, the three most important public campuses in the state are seeking a so-called charter arrangement under which they would take a fixed amount of state money in exchange for more freedom from state regulations and the ability to raise tuition rates as they see fit.

This effort is clearly being driven by the University of Virginia, where the state's contribution now accounts for a piddling 8 percent of the budget. With state support shaky and declining, the University of Virginia and the other elite schools are in danger of losing reputations and programs that took decades to build. Lawmakers are likely to look favorably on some version of the Virginia charter bill that gets them partly off the hook for financing the best schools in the state system. But they have to face the fact that once places like the University of Virginia have more freedom, they will try to improve their financial situation by raising tuition. That is fine for students who can afford to pay, but poor and working class students must be protected.

One possible compromise would be to raise the tuition to levels now paid by out-of-state students — or perhaps even a bit higher — while shielding the poor with need-based aid. Meanwhile, the states should understand that there is no such thing as a free lunch. They can either create mechanisms for financing the public universities at realistic levels or they can watch these institutions wither and die.
