Promoting= to popularize something; to attract people’s interest. E.g. Amy is busy promoting the latest fashion in shoes. Allan Greenspan is promoting his idea of fiscal restrain again.

No, I have no answer for you. I am not a grammar expert. In fact, over the last few years I have been keeping an eye on this parallelism problem and could not figure out why some structures are parallel in one case, but not in another. My guess is that the “in” is carried through in the first two phrase but needs to be put back after the conjunction “and”, but I am just guessing.
